Special Access Program Facilities (SAPFs) require careful coordination between the facility team, the program security organization and the designated approval authority. SCIFTesting provides independent acoustic field measurements and RF shielding verification where those services are required by an approved SAPF project scope. Testing supports documented decisions; it does not itself establish facility accreditation or authorization to operate.
Start with the applicable SAPF requirements
A SAPF and a Sensitive Compartmented Information Facility (SCIF) are not automatically subject to identical security criteria. A project may also involve a co-utilized space or multiple overseeing authorities. Requirements can vary with the sponsoring organization, the governing program, the classification and activities involved, and any approved construction or security direction. Before selecting a measurement method, confirm the authority responsible for establishing and accepting the actual requirement.
OSAT’s role is to establish a technically defensible test scope and report the resulting evidence against criteria supplied or approved by the project team. We do not substitute published general guidance for restricted, program-specific direction.
Acoustic field testing for SAPFs
Acoustic assessment may address perimeter partitions, secure doors, meeting and conference rooms, ceiling or floor interfaces, and unintended transmission paths. The relevant method and acceptance criterion must come from the approved project requirements rather than an assumed universal STC or NIC number.
- Identify the required separation, measurement boundaries and operating conditions.
- Evaluate installed door assemblies, seals, thresholds and adjoining construction where included in the scope.
- Document field-measurement conditions, limitations and any identified leakage or flanking paths.
- Repeat the applicable measurements after approved remediation where a deficiency is found.

RF shielding verification when required
RF shielding is a separate engineering discipline and should not be inferred from an acoustic result. If an SAPF project requires shielding effectiveness verification, the test plan should establish the relevant enclosure boundary, frequency ranges, methods, test positions, operational constraints and project-specific acceptance criteria. IEEE 299 or another applicable procedure may be referenced where authorized and suitable; selecting a method is not the same as selecting a required attenuation value.
Particular attention may be needed at RF doors, mechanical and electrical interfaces, seams, cable penetrations and shielded transitions. Inspection findings and diagnostic tests should be distinguished from completed acceptance measurements.

Existing SAPFs and modification-driven retesting
Installed performance can change after the initial test. Door gaskets deteriorate, hardware shifts and subsequent IT, electrical or mechanical work may alter a verified boundary. Depending on the facility’s approved requirements, modifications can justify targeted measurement, comparison with earlier evidence or broader reassessment. Neither an annual third-party testing interval nor a specific RF requirement should be assumed without project authority direction.
Our guide to periodic retesting of existing secure facilities explains the preventive-maintenance rationale, including door-seal aging and new penetrations. Any SAPF-specific reassessment still requires confirmation of the applicable program requirements.
What to establish before mobilization
- Authority and criteria: Who approves the testing plan, and which technical requirements apply?
- Scope and boundaries: Which rooms, doors, enclosure interfaces and frequencies require evidence?
- Readiness: Are construction, seals, penetrations and operating conditions ready for meaningful measurement?
- Access and handling: What escort, scheduling, equipment-entry and information-protection procedures must the team follow?
- Reporting: Which measurements, qualifications, as-found records and remediation references must appear in the deliverable?
The verification readiness checklist and standards decision guide help organize questions before detailed criteria are exchanged through approved channels.
Independent testing, clearly defined responsibility
SCIFTesting is a specialized service of On-Site Acoustic Testing, LLC. We provide field measurement evidence within the agreed technical scope. The cognizant program and security authorities retain responsibility for security requirements, approval of corrective work, acceptance and accreditation decisions. We do not present testing as a substitute for those processes.
